Creates new offense of female genital mutilation of a child under 18 years of age, classified as a Class C felony for persons who knowingly and unlawfully circumcise, excise, or infibulate the labia majora, labia minora, or clitoris.

Makes it a Class C felony for parents or caregivers to consent to, permit, or knowingly remove a child from the state for purposes of undergoing female genital mutilation.

Exempts surgical operations necessary to a child's health performed by licensed medical practitioners, and operations performed on persons in labor by licensed medical practitioners or certified nurse midwives for medical purposes connected with labor or birth.

Eliminates custom, ritual, or the child's consent as valid defenses to prosecution under this statute.

Becomes effective October 1, 2019, and applies to offenses committed on or after that date.
