Changes the earliest opening date for Cleveland County Schools from the Monday closest to August 26 to the Monday closest to August 10, effective with the 2019-2020 school year.

Maintains the closing date requirement of no later than the Friday closest to June 11 for student attendance.

Applies only to Cleveland County Schools and does not affect other local school administrative units in North Carolina.

Preserves existing exemptions for schools operating under modified calendars that were designated as such during the 2003-2004 school year.

Requires Cleveland County Schools to maintain sufficient instructional days and instructional time to comply with state minimum requirements.
