Allows Chapel Hill-Carrboro City Schools and Orange County Schools to set school opening dates as early as the Monday closest to August 19 (instead of the standard Monday closest to August 26) upon showing of good cause

Defines "good cause" as schools being closed eight or more days per year during any four of the last ten years due to severe weather, energy shortages, power failures, or other emergencies

Permits first semester examinations to be given before winter break regardless of the opening date selected for students

Applies only to Chapel Hill-Carrboro City Schools and Orange County Schools beginning with the 2019-2020 school year
