Establishes the "Detainees Clean NC" grant program with $1,000,000 from the Highway Fund for sheriffs' offices to provide overtime pay for officers overseeing detainee litter cleanup, with a maximum grant of $10,000 per eligible county.

Appropriates $50,000 in nonrecurring funds to the Administrative Office of the Courts for the Conference of District Attorneys to produce education and training materials on littering enforcement, effective July 1, 2021.

Allocates $250,000 from the Highway Fund for marketing and advertising to raise awareness of six anti-litter programs: Adopt-A-Highway, Litter Sweep, Sponsor-A-Highway, Swat-A-Litter Bug, Detainees Clean NC, and State Employee Highway Cleanup Days.

Requires the State Board of Education to integrate litter prevention and awareness education into science and other courses, with the Department of Public Instruction to provide educational resources including a video for grades 6-8.

Directs the Department of Public Safety to study the feasibility of reinstating an Inmate Litter Crews program and requires the Department of Transportation to report on the effectiveness of its Litter Management System by November 1, 2021.
