Appropriates $1,000,000 in nonrecurring funds from the General Fund to the University of North Carolina at Greensboro for the 2022-2023 fiscal year for the Guilford County Solution To the Opioid Problem (GCSTOP) Wrap project.

Funds will strengthen and maintain existing GCSTOP programs, including expanding services to additional locations, increasing mobile outreach capacity with focus on medical services, and purchasing technology for evidence-based interventions.

Establishes a partnership program with the Guilford County Department of Social Services to support evidence-based family intervention for opioid-affected families.

Directs collaboration with the Guilford County Sheriff's Office, Greensboro Police Department, and High Point Police Department to explore creation of evidence-based diversion programs to augment GCSTOP services.

Requires UNC Greensboro to report to the Joint Legislative Oversight Committee on Justice and Public Safety and the Joint Legislative Education Oversight Committee by May 1, 2023, on fund usage.
