Revises and consolidates the charter of the Town of Troutman, North Carolina, establishing a council-manager form of government with a five-member town council and an elected mayor.

Mayor and council members serve staggered four-year terms, with mayoral elections in 2023 and quadrennially thereafter, and council elections split between two members (2023, quadrennially) and three members (2025, quadrennially).

Establishes recall procedures allowing registered voters to remove the mayor or council members with a petition signed by 25% of registered voters, followed by a recall election requiring majority vote for removal.

Prohibits recall petitions during the first six months of an official's term, in the final six months of their term, and for 12 months after an unsuccessful recall election.

Repeals six prior acts concerning the Town of Troutman from 1905, 1973, 1981, and 1987, consolidating their provisions into this revised charter.
