The City of Greenville is authorized to employ nonsworn "Traffic Crash Investigators" to investigate traffic crashes involving only property damage.

Traffic Crash Investigators must complete training designed by the Greenville Police Department in consultation with the North Carolina Justice Academy, followed by at least four weeks of field training with an experienced law enforcement officer.

Investigators must wear uniforms substantially different from police uniforms with identifying patches and name tags, but shall not be issued badges, and their vehicles may only use amber lights, not blue lights.

Traffic Crash Investigators have no authority to arrest or issue criminal process and cannot be issued weapons, but have the same authority as law enforcement to tow vehicles obstructing roadways and direct traffic during emergencies.

The City of Greenville must submit a written report to the House and Senate Appropriations Committees on Justice and Public Safety by December 31, 2023, covering the training and use of these investigators from the law's effective date through November 1, 2023.
