Authorizes the City of Durham to employ nonsworn "Traffic Crash Investigators" to investigate traffic crashes involving only property damage.

Requires Traffic Crash Investigators to complete training designed by the Durham Police Department in consultation with the North Carolina Justice Academy, followed by at least four weeks of field training with an experienced law enforcement officer.

Traffic Crash Investigators must wear uniforms substantially different from law enforcement uniforms with clear identification patches and name display, must carry credentials, and shall not be issued badges or weapons.

Investigator vehicles may have red and amber emergency lights but cannot display police markings or use blue lights, and investigators have no authority to arrest or issue criminal process.

Law enforcement officers remain responsible for investigating crashes involving personal injury or fatalities, while Traffic Crash Investigators have the same authority as officers to direct traffic, tow obstructing vehicles, and complete reports per state law.
