Appropriates $142,900,000 in nonrecurring funds to the Department of Health and Human Services for fiscal year 2022-2023 to implement the Comprehensive Remedial Plan from the Leandro v. State of North Carolina lawsuit.

Appropriates $608,006,248 in nonrecurring funds to the Department of Public Instruction for fiscal year 2022-2023 to carry out Comprehensive Remedial Plan requirements.

Appropriates $34,200,000 in nonrecurring funds to the Board of Governors of The University of North Carolina for fiscal year 2022-2023 for Comprehensive Remedial Plan implementation.

Requires the Director of the Budget to include necessary funding amounts in base budgets for fiscal year 2023-2024 and thereafter to continue the Comprehensive Remedial Plan, with annual reports to legislative oversight committees detailing fund usage.

Specifies that any unspent appropriations shall revert to the appropriate fund at the end of each fiscal year.
