Establishes the Support Male Survivors of Domestic Violence Grant Program within the State Treasury, administered by the Department of Administration and North Carolina Council for Women and Youth Involvement.

Distributes grants to nonprofit corporations and local governmental entities serving domestic violence survivors for developing, maintaining, or expanding services for male survivors.

Permits up to 25% of remaining grant funds beginning July 1, 2023 to support public awareness campaigns about domestic violence against male persons.

Caps individual grant awards at $250,000 per fiscal year and requires quarterly application cycles with grant determinations within 90 days.

Appropriates $1,000,000 in nonrecurring funds for the 2022-2023 fiscal year and requires annual reporting to legislative committees on grant distributions and fund balances; becomes effective July 1, 2022.
