Requires unemployment insurance claims and employer accounts to be filed in-person with valid government-issued identification as an option available to claimants and employers

Mandates Form 1099-G tax documents be provided via U.S. Mail rather than electronic means

Prohibits the Division of Employment Security from requiring online facial recognition technology to file claims or create employer accounts

Appropriates $250,000 in nonrecurring funds to the Department of Commerce, Division of Employment Security for the 2022-2023 fiscal year to implement these changes

Becomes effective July 1, 2022, with in-person filing requirements effective September 1, 2022
