Requires businesses providing free public electric vehicle charging stations to disclose on receipts the percentage of each customer's purchase price attributable to the charging station costs.

Prohibits the North Carolina Department of Transportation from using public funds to provide or install electric vehicle charging stations unless gasoline and diesel fuel are also provided free to the public through a pump.
