Defines "hemp products" to include cloth, cordage, fiber, food, fuel, paint, paper, particleboard, plastics, seeds, seed meal, seed oil for consumption, and verified propagules for cultivation from hemp varieties.

Clarifies that the definition of "marijuana" excludes hemp and hemp products, establishing a legal distinction between the two cannabis plant types.

Appropriates $2,500 in nonrecurring funds to the Department of Agriculture and Consumer Services for the 2022-2023 fiscal year to produce educational materials about hemp program operational changes.

Becomes effective June 30, 2022, with the appropriation section taking effect July 1, 2022.
