Authorizes the Town of Carolina Beach to adopt and enforce ordinances regulating navigable waters within its corporate limits and any future municipal expansions.

Permits Carolina Beach to regulate boat and vessel operations, including speed zones, no-wake zones, and types of activities conducted on navigable waters.

Allows the town to restrict anchoring and mooring of boats and vessels by location and to place navigational aids and markers in conformity with the United States Aids to Navigation System.

Requires state and federal rules from the Wildlife Resources Commission, Department of Environmental Quality, U.S. Coast Guard, or U.S. Army Corps of Engineers to supersede any conflicting local ordinances.

Grants municipal law enforcement officers authority to enforce local ordinances adopted under this act, effective upon passage.
