Authorizes the Durham Public Schools Board of Education and Durham County to partner together through joint ventures, land trusts, or similar arrangements to construct and maintain affordable rental housing on property they own.

Permits the Durham Public Schools Board of Education and Durham County to convey property to partnerships for affordable housing, excluding property acquired through eminent domain on or after the bill's effective date.

Allows the board, county, or partnership to contract with private entities to finance, construct, or maintain the affordable housing.

Restricts rental of housing units exclusively to Durham Public Schools teachers, sworn law enforcement officers, first responders employed by local government in Durham County, and other Durham Public Schools professional staff, with at least 75% of units reserved for teachers.

Board may establish reasonable rents and charge below-market rates; all housing must comply with applicable building codes, zoning ordinances, and health and safety regulations.
