• Repeals subsections (c) and (d of Section 35.21 of S.L. 2017-57 to restore retiree medical benefits for state employees and teachers who first earn service on or after January 1, 2021, effective retroactively to December 31, 2020.

• Establishes a 2022-2023 teacher monthly salary schedule ranging from $3,546 (0 years experience) to $6,565 (30+ years experience) for licensed teachers and instructional support personnel.

• Provides salary supplements for teachers with NBPTS certification (12%), "M" teachers (10%), school nurses (10%), school counselors with master's degrees ($100/month), and advanced degree holders ($126-$253/month).

• Expands education-based salary supplement eligibility to include school social workers alongside school nurses and instructional support personnel requiring master's degrees.

• Appropriates $360 million in recurring funds for 2022-2023 to compensate teachers and instructional support personnel, plus $450,000 for school social worker salary supplements, effective July 1, 2022.
