Appropriates $80,000 in recurring funds for fiscal year 2022-2023 to hire one permanent full-time position at the North Carolina Council for Women and Youth Involvement to serve as liaison to courts and the Domestic Violence Commission, provide oversight to intervention programs, and seek funding for program expansion.

Appropriates $100,000 in nonrecurring funds for fiscal year 2022-2023 to provide grants for developing, maintaining, or expanding Domestic Violence Intervention Programs throughout the state.

Appropriates $100,000 in nonrecurring funds for fiscal year 2022-2023 to provide grants to Domestic Violence Intervention Programs for language interpreters, sign language interpreters, and services for uniquely vulnerable populations.

Appropriates $100,000 in nonrecurring funds for fiscal year 2022-2023 to provide grants to Domestic Violence Intervention Programs for staff training on emerging and evidence-based innovations and best practices.

Requires the Council to establish grant award procedures and criteria complying with the State Budget Act, and to report grant distributions annually to legislative committees until funds are expended.
