North Carolina Office of Recovery and Resiliency (NCORR) must accept Housing Opportunities and Prevention of Evictions (HOPE) Program applications submitted by landlords on behalf of tenants, provided applications meet all federal requirements.

Landlord-submitted applications are eligible retroactively for rental arrears, including arrears from current or previous tenant addresses, within allowable federal guidelines.

NCORR shall only allocate funds to counties that accept applications from both landlords on behalf of tenants and from tenants directly, and that comply with other program requirements.

Program funds may cover hotel or motel rooms, accrued late fees, utility or energy costs, and rental arrears accrued after March 13, 2020, with assistance limited to 12 months plus an optional 3-month extension if necessary for housing stability.

Regional allotment awards must equal the actual monthly rent or utility costs owed by recipients and shall not use allowable average or formula-based calculations.
