Appropriates $1,850,000 in nonrecurring funds for fiscal year 2022-2023 from the Opioid Abatement Reserve to the Department of Health and Human Services, Division of Mental Health, Developmental Disabilities, and Substance Abuse Services (DMH/DD/SAS).

Establishes a two-year pilot program to evaluate prescription digital therapeutics (PDTs) authorized by the federal Food and Drug Administration for treating opioid use disorder, with the program commencing no later than December 1, 2022, and terminating no later than December 1, 2024.

Requires DMH/DD/SAS to determine the number of geographically diverse pilot sites, participant eligibility requirements, and specific FDA-authorized PDTs to be prescribed and evaluated, with up to $150,000 available for administrative purposes.

Mandates DMH/DD/SAS submit a comprehensive report to the Joint Legislative Oversight Committee on Health and Human Services within six months of program termination, including expenditure breakdown, participant outcomes, effectiveness measures, treatment access improvements, participant satisfaction, health equity impact, and recommendations for future State-funded coverage.

Becomes effective July 1, 2022, with appropriated funds remaining available to expend until December 1, 2024.
