Appropriates $2,000,000 in nonrecurring funds from the General Fund to East Carolina University to establish the Center for Telemedicine and Digital Healthcare Access for the 2022-2023 fiscal year.

Center funds designated for hiring personnel, purchasing/leasing building space and equipment, establishing school telehealth clinics, and administrative costs to serve unserved and underserved areas and support healthcare provider training.

Appropriates $1,000,000 in nonrecurring funds to the Department of Health and Human Services, Office of Rural Health, to expand the NC-STeP statewide telepsychiatry program to up to four additional University of North Carolina constituent institutions.

Becomes effective July 1, 2022.
