Authorizes the Pasquotank County Sheriff to release disciplinary disposition and supporting facts to members of the Citizens' Advisory Council to facilitate citizen review of sheriff's deputy disciplinary cases.

Council members must execute and adhere to confidentiality agreements and keep all non-public record information confidential, with violations prosecuted under G.S. 153A-98(e) and (f).

Defines "disposition of disciplinary charges" to include determinations of sustained, not sustained, unfounded, exonerated, information file, or any other disciplinary category adopted by the county.

Allows release of disciplinary information to aggrieved persons or their survivors, and to necessary participants in Council disciplinary appeals hearings, all subject to confidentiality requirements.

Requires that facts and circumstances of cases be made available to the affected deputy.
