Creates the Local Confinement Technology Modernization Fund to be administered by the Department of Public Safety, Division of Adult Correction and Juvenile Justice, to help counties modernize local confinement facilities with technology improvements.

Appropriates $50,000,000 in nonrecurring General Fund money to the new fund for grants to counties.

Prioritizes grant awards to counties with greater financial need, high debt-to-tax revenue ratios, and critical technology deficiencies in local confinement facilities.

Allows counties to use funds for mobile detainee tracking, integrated monitoring software, electronic jail management systems, cloud-based recordkeeping, and security camera systems with facial recognition.

Requires eligible counties (those with adjusted market value of taxable real property less than $40 billion) to provide local matching funds ranging from 0% to 35% based on their adjusted market value, with funds disbursed in installments based on project progress.
