Requires each North Carolina county with an incorporated municipality or unincorporated community within 5 miles of a fixed nuclear facility, or with a Plume Exposure Pathway Emergency Planning Zone within its boundaries, to develop and maintain evacuation routes and plans for surrounding areas.

Counties must update evacuation plans every three years and include evacuation routes for all public and private roads within 5 miles of each fixed nuclear facility or Emergency Planning Zone.

Counties and municipalities must cooperate with the Department of Public Safety, Division of Emergency Management, in developing local evacuation plans.

Appropriates $100,000 in nonrecurring funds from the General Fund to the Division of Emergency Management for the 2022-2023 fiscal year to disburse grants to counties for developing evacuation routes and plans.

Section 1 becomes effective October 1, 2022; Section 2 becomes effective July 1, 2022.
