Allows Winston-Salem/Forsyth County Schools to begin the school year no earlier than August 11 instead of the Monday closest to August 26, providing earlier opening flexibility.

Permits Winston-Salem/Forsyth County Schools to administer annual assessments and final exams prior to the conclusion of the fall semester if the semester concludes before December 31.

Exempts Winston-Salem/Forsyth County Schools from standard state requirements for school opening and closing dates and assessment timing that apply to other school districts.

Takes effect immediately upon enactment and applies beginning with the 2021-2022 school year.
