Establishes the "Mobile Home Park Act" creating comprehensive regulations for mobile home parks and tenant protections in North Carolina, enforced by the North Carolina Human Rights Commission.

Requires written rental agreements for all mobile home tenancies with specified terms; limits security deposits to one or two months' rent; prohibits entry fees and mandates minimum 60-day notice periods before eviction for most violations.

Provides homeowners with a 30-day right to cure noncompliance with park rules before eviction proceedings commence, except in emergency or criminal activity situations requiring immediate action.

Grants homeowners a 180-day opportunity to purchase their mobile home park when the owner intends to sell, with provisions allowing homeowners to assign purchase rights to public entities for preservation as affordable housing.

Establishes a registration system for mobile home parks, dispute resolution program through the Human Rights Commission, and civil remedies including statutory penalties up to $20,000-$50,000 for various violations of the Act.
