Clarifies state funding limitations for commuter rail and light rail projects to not exceed the lesser of 10% of the distribution region allocation or 10% of estimated total project costs, with the state bearing no liability for costs exceeding this maximum.

Adds a new category of public transportation service eligible for state funding that spans four or more counties and serves more than three municipalities.

Repeals G.S. 136-189.11(d1), removing an existing statutory provision related to transit funding.

Appropriates $50,000 in nonrecurring funds from the Highway Fund to the Department of Transportation for fiscal year 2022-2023 to hire a transit grant consultant to identify opportunities for federal mass transit funding based on existing proposed transit corridors.

Takes effect upon enactment.
