Establishes extended producer responsibility (EPR) program requiring packaging producers to register with the Department and participate in producer responsibility organizations that develop stewardship plans.

Mandates producers reduce non-reusable packaging by 10% after 2 years, 20% after 4 years, 30% after 6 years, and 40% after 8 years, with recycling rates reaching 50% after 5 years and 90% after 12 years.

Requires packaging to incorporate postconsumer waste material content at 50% after 5 years, increasing to 90% after 12 years, and producers must label packaging with postconsumer waste content percentage, recyclability status, and compostability information.

Bans manufacturing and distribution of packaging containing ortho-phthalates, bisphenols, PFAS, heavy metals, flame retardants, formaldehyde, polyvinyl chloride, polystyrene, and polycarbonate, effective October 1, 2024, with civil penalties up to $5,000 or $25,000 for hazardous waste violations.

Appropriates $10,000 in nonrecurring funds to the Department of Environmental Quality for fiscal year 2022-2023 to implement the program; primary provisions become effective October 1, 2022, with collection and labeling requirements effective October 1, 2024.
