Imposes a $5.00 per-customer admission fee on adult live entertainment businesses that hold alcohol permits, to be remitted quarterly to the Department of Revenue.

Requires adult live entertainment businesses to maintain daily records of customer admissions and make records available for Department inspection and audit, without including customer names or personal information.

Establishes the North Carolina Human Trafficking and Child Exploitation Prevention Grant Fund within the State Treasury, administered by the Administrative Office of the Courts and the North Carolina Human Trafficking Commission.

Directs grant fund revenues to support local government entities and nonprofit organizations providing programs or services to combat human trafficking and assist victims, including awareness, counseling, victim advocacy, shelters, legal advocacy, mental health services, and job training.

Becomes effective July 1, 2023, with the Administrative Office of the Courts required to submit annual reports by February 15 on fees collected, fund distribution, and how grant recipients used the money.
