Authorizes customers to request that food and beverage establishments serve drinks and package leftover food in customer-provided reusable containers instead of disposable containers.

Establishments may refuse reusable containers only if they are inappropriate in size or material, unsanitary, or would require contamination of food-contact surfaces.

Requires all establishments serving food or drinks in disposable containers to post conspicuous signs informing customers of their right to use reusable containers.

Directs the Commission for Public Health to adopt rules implementing the reusable container requirements.

Appropriates $50,000 in nonrecurring funds to the Department of Health and Human Services for fiscal year 2022-2023 to adopt necessary rules; bill becomes effective October 1, 2022.
