• Child support payments begin in the first month of conception as determined by a licensed physician, with retroactive awards if paternity is disputed, and must cover medical expenses of pregnancy and birth.

• Prohibits licensed healthcare providers from using telehealth to advise on or prescribe erectile dysfunction drugs, and prohibits state funds from covering such drugs except when prescribed for procreation purposes.

• Bans state funds from being appropriated to crisis pregnancy centers that do not include reproductive or abortion information or services.

• Allows abortion after 20 weeks of pregnancy only in cases of medical emergency, pregnancies resulting from rape or incest, or when the unborn child will not survive pregnancy; requires physicians to record gestational age, ultrasound images, and findings.

• Appropriates $500,000 to the State Crime Laboratory and $500,000 to the Department of Health and Human Services for DNA testing to establish paternity; becomes effective 30 days after abortion becomes illegal in North Carolina.
