Adds Article 29E to North Carolina General Statutes establishing ten enumerated parental rights related to child's education, health care, and well-being.

Parents gain rights to access education records under the Family Educational Rights and Privacy Act, make health care decisions, review school performance data, and know nutrition facts of meals provided.

Parents have the right to receive timely notifications about child's health and safety, know of threats to safety, and ensure child is diagnosed and served for learning disabilities.

Parents may sit in their child's class within reasonable limits set by the local school administrative unit and can access information about school and district academic performance.

Appropriates $50,000 in nonrecurring funds to the Department of Public Instruction for a public awareness campaign to inform parents of their rights, effective beginning the 2022-2023 school year.
