Standardizes broadband service definition across North Carolina General Statutes as internet access with at least 25 megabits per second download and at least 3 megabits per second upload, regardless of technology used.

Increases broadband speed benchmarks effective July 1, 2023, raising the standard from 25:3 Mbps to 100:20 Mbps for minimum broadband service, with enhanced scoring multipliers for projects exceeding these speeds.

Redefines "underserved area" to require speeds below 100:20 Mbps (down from 25:3 Mbps) and clarifies "unserved area" to include locations with speeds up to 25:3 Mbps that do not meet the broadband standard.

Applies updated definitions to multiple broadband programs including the GREAT program, Satellite-Based Broadband Grant Program, county broadband acceleration grants, and city communications networks.

Appropriates $100,000 in nonrecurring funds to the Department of Information Technology for the 2022-2023 fiscal year to update broadband program requirements and manage administrative costs related to the speed benchmark increases.
