Establishes a new "happy hour permit" with a $100.00 fee under North Carolina's Alcoholic Beverage Control laws.

Permits holders of on-premises malt beverage, unfortified wine, fortified wine, or mixed beverages permits to offer alcoholic beverages at discounted prices, bundle multiple beverages for a single price, distribute coupons, and sell meal-and-beverage packages at combined prices.

Allows permit holders to advertise alcohol prices and types through outside signage on their premises, newspapers, radio, television, and other mass media.

Enables counties and cities to adopt local ordinances authorizing issuance of happy hour permits, with no authority to limit or modify the permit's provisions.

Becomes effective July 1, 2022 for the permit and local ordinance provisions; directs the Alcoholic Beverage Control Commission to amend its rules to conform with the act.
