Establishes a High-Impact Tutoring Grant Program for the 2022-2023 school year allowing public school units to apply for funding to provide tutoring services addressing COVID-19 pandemic learning loss.

Requires applicants to submit detailed plans including tutoring methods, student selection criteria, staffing, curriculum, and delivery modes, with emphasis on small group instruction (4 or fewer students), minimum 3 sessions weekly (30-50 minutes each), and consistent tutor assignment.

Prioritizes grant awards to school units demonstrating need for financial support, high percentages of low-income or underserved students, or schools in rural areas unable to afford tutoring programs.

Appropriates $8,800,000 in nonrecurring General Fund dollars for the 2022-2023 fiscal year; allows schools to count up to 36 hours of tutoring time toward required school calendar instructional hours.

Requires the Department of Public Instruction to report annually to the Joint Legislative Education Oversight Committee on participating schools, student demographics, expenditures, academic outcomes, and intent to continue or discontinue programs; act becomes effective July 1, 2022.
