Reconciles conflicting expunction disclosure provisions from prior session laws by clarifying which criminal record expungements allow disclosure to law enforcement and certification bodies, effective retroactively to October 1, 2021.

Amends satellite-based monitoring provisions to require District Attorneys and the Attorney General to review cases under State v. Grady and petition courts to determine if individuals meet criteria for monitoring beyond recidivist status.

Updates court procedures and definitions to support electronic filing and signatures in criminal cases, including clarifying requirements for electronic documents, copies, signatures, and service of process.

Modifies references throughout court statutes to transfer certain registration and record-keeping functions from individual clerk offices to the Administrative Office of the Courts, and changes department naming from "Department of Public Safety, Adult Correction" to "Department of Adult Correction."

Appropriates $20,000 in nonrecurring funds to the Administrative Office of the Courts for fiscal year 2022-2023 to educate court staff and stakeholders about the statutory changes.
