Prohibits modifying diesel-powered motor vehicles with devices that enable emissions exceeding legal limits or "coal rolling," defined as intentionally emitting visible air contaminants to harass, obstruct views, or create hazards.

Makes coal rolling a Class A1 misdemeanor, effective December 1, 2022.

Requires safety inspections of diesel vehicles to verify they have not been modified in violation of emission laws, effective October 1, 2022.

Mandates law enforcement officers complete eight hours of annual training to properly identify illegal emissions violations under the new statutes, effective January 1, 2023.

Appropriates $25,000 from the Highway Fund to the Department of Transportation for implementing emission inspection standards and public education, effective July 1, 2022.
