Requires public agencies to design major facility construction and renovation projects to maintain or restore predevelopment hydrology and reduce stormwater runoff whenever practicable.

Appropriates $8.5 million in nonrecurring funds and $100,000 in recurring funds to the Department of Environmental Quality for fiscal year 2022-2023 as a directed grant to the Coastal Federation.

Allocates $1 million for matching federal grants supporting oyster sanctuary development and $500,000 each for Lake Mattamuskeet farm best management practices and Lux Farms wetlands restoration in Hyde County.

Directs $6 million for living shoreline projects protecting public lands, nonprofit facilities, and commercial fishing infrastructure, with funds also available to match federal and non-State funding.

Provides $500,000 for matching federal coastal debris cleanup funding and the Lost Gear Recovery Program for crab pot cleanup, plus $100,000 annually for the North Carolina Oyster Trail.
