Authorizes the Town of Carolina Beach to regulate the design and elevation of bulkheads within its municipal limits.

Empowers the town to require properties adjacent to state waters to construct bulkheads, levees, revetments, or similar structures to protect property and public infrastructure from wave action, erosion, tidal flooding, and sea level rise.

Allows the town to establish standards for construction, replacement, reconstruction, and maintenance of bulkheads and similar structures to control flooding and prevent sediment infiltration or runoff into state waters.

Requires that state and federal rules or regulations from the Department of Environmental Quality, U.S. Army Corps of Engineers, or federal Office for Coastal Management supersede any conflicting local ordinances.

Authorizes municipal law enforcement officers to enforce bulkhead ordinances adopted under this act; becomes effective upon enactment.
