Urges Congress to prevent the Great Smoky Mountains National Park administration from imposing proposed parking fees for park visitors

Contends the proposed parking fee violates the historical understanding that the park was established as a fee-free facility and circumvents agreements with original landowners

Notes that more than half the park's land is in North Carolina, including 42% in Swain County, with 1,100 grave sites in 21 cemeteries, and that park residents have been told religious services and veteran grave decoration transportation may no longer be accommodated

Asserts the park is the nation's most visited national park and a leading attraction for North Carolina visitors, and that parking fees would threaten tourism and small businesses relying on park visitors

Directs the Secretary of State to transmit a copy of the resolution to North Carolina's congressional delegation and the Great Smoky Mountains National Park administration
