Six members of the Buncombe County Board of Education shall be elected by eligible voters from the districts those members represent, with one member elected at-large by all eligible voters in the school administrative unit.

Candidates must be residents of the district they seek to represent and file notice of candidacy between 12:00 noon on the first Friday in July and 12:00 noon on the first Friday in August in the election year.

Elections shall be nonpartisan with separate ballots containing candidate names and school districts, with no reference to party affiliation.

Board vacancies must be filled by appointment from the same district, with the Senior Resident Superior Court Judge filling the vacancy if not filled within 60 days.

Electoral districts must comply with equal population standards (within ±5% of ideal), contiguity, compactness, and the Voting Rights Act, while prohibiting use of racial data or partisan election data in district formation; districts must be established by January 1, 2023, with implementation effective for elections on or after January 1, 2024.
