Temporarily allows Alamance-Burlington Schools and Guilford County Schools to adjust school calendar opening dates no earlier than the Monday closest to August 19, down from the standard August 26 requirement, to accommodate makeup days for school closures.

Permits the State Board of Education to waive standard opening date requirements for these two school systems on a showing of "good cause" through the 2022-2023 school year.

Defines "good cause" as schools in the administrative unit being closed eight days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Applies only to Alamance-Burlington Schools and Guilford County Schools and expires at the conclusion of the 2022-2023 school year.
