Clarifies that Environmental Quality Incentives Program (EQIP) water resources projects are exempt from the 50% nonfederal fund limitation and require no local cost-share match.

Exempts dredging projects for ferry channels located in development tier one areas from shallow draft navigation channel dredging and aquatic weed fund cost-share requirements.

Extends the Hatteras-Ocracoke passenger ferry lease term from August 15, 2021 to September 12, 2021.

Authorizes the Department of Transportation to use up to $220,000 in nonrecurring Highway Fund appropriations for the 2021-2022 fiscal year to further extend the passenger ferry lease.

Becomes effective upon passage (approved August 16, 2021).
