Requires the North Carolina Teaching Fellows Commission to select at least one minority-serving institution to participate in the North Carolina Teaching Fellows Program

Defines minority-serving institutions according to 20 U.S.C. § 1067k(3)

Maintains program administration through up to eight institutions of higher education with approved educator preparation programs representing diverse UNC constituent and private institutions

Commission must adopt stringent selection standards including educator effectiveness metrics, graduate impact on student learning, teacher licensure exam pass rates, leadership and curriculum enhancements, subject-matter concentration requirements, internship opportunities in diverse school environments, and State Board of Education approval

Requires the Commission to complete selection of at least one minority-serving institution by December 1, 2021
