Amends G.S. 115C-84.2(d) to allow the State Board of Education to waive the requirement that school opening dates be no earlier than the Monday closest to August 26, permitting local boards to set opening dates as early as the Monday closest to August 19.

The waiver applies only when schools in a local school administrative unit have been closed eight days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Local boards may revise scheduled closing dates if necessary to comply with minimum instructional days or instructional time requirements.

Applies exclusively to Cumberland County Schools, Franklin County Schools, Lenoir County Public Schools, Nash-Rocky Mount Schools, and Pitt County Schools.

Effective upon enactment and applies beginning with the 2021-2022 school year.
