Establishes the North Carolina Golf Council within the Department of Commerce to promote and cultivate golf in the state and foster economic development, tourism, recreation, and community involvement.

Council composed of seven members with golf experience or knowledge: three appointed by the Governor, two appointed by the General Assembly on recommendation of the Speaker of the House, and two appointed on recommendation of the Senate President Pro Tempore.

Members serve four-year terms with the Governor selecting the chair; council meets at least quarterly with a quorum of four members required.

Prohibits current General Assembly members, other elected officials, and their immediate family members from serving on the council.

Appropriates $25,000 in recurring funds from the General Fund to the Department of Commerce for the 2022-2023 fiscal year for administrative costs; effective July 1, 2021.
