H 134: 2nd Amendment Protection Act

• Allows concealed handgun permit holders to carry handguns on educational property that serves as both a school and place of religious worship, but only outside school operating hours and if no prohibitory notice is posted.

• Permits lapsed concealed handgun permits to be renewed within 60 days without a firearms safety course; renewals within 180 days require completion of a certified refresher course on state firearms laws.

• Authorizes non-sworn law enforcement agency employees designated in writing by their agency head to carry concealed handguns in law enforcement facilities that normally prohibit firearms.

• Exempts emergency medical services personnel from concealed weapons prohibitions while on duty providing tactical medical assistance during SWAT operations, provided they complete an approved tactical medical course including firearms safety and deadly force instruction.

• Provisions take effect on different dates: December 1, 2021 (Parts I and IV); October 1, 2021 (Part II); and July 1, 2021 (Part III).
