Permits ungraded "dimension lumber" (lumber not grade-stamped by a lumber grading bureau) to be used in one- and two-family dwellings in North Carolina if specific requirements are met.

Requires lumber to be sold directly by the sawmill owner or employee to the dwelling owner or authorized representative.

Mandates that an inspector certified by an accredited third-party entity of the American Lumber Standard Committee certify the lumber conforms to American Softwood Lumber Standard PS20 and mark it with mill identification, accrediting agency symbol, species, manufacturing condition, and PS20 compliance status.

Requires code enforcement officials to review dwelling framing to ensure compliance with the North Carolina Residential Code for One- and Two-Family Dwellings and exempts code enforcement officials from liability for structural failures resulting from use of dimension lumber rather than grade-stamped lumber.

Establishes the act as effective upon enactment and expiring when the Building Code Council issues permanent rules substantially similar to the law's provisions.
