Rescinds all previous applications by the North Carolina General Assembly to Congress to call a constitutional convention under Article V of the U.S. Constitution, whether for limited or unlimited amendments.

Cites former U.S. Supreme Court Associate Justice Arthur J. Goldberg and other constitutional scholars who warn that such a convention could propose sweeping constitutional changes despite any state-imposed limitations.

Urges legislatures of all other states that have applied to Congress for a constitutional convention to repeal and withdraw their applications.

Directs the Secretary of State to send certified copies of the resolution to secretaries of state, legislative leaders, and federal officials in all states and to Congress.

Becomes effective upon ratification.
