Extended the timeframe for the State Treasurer to sell abandoned property from three years to five years after receipt.

Increased the threshold for claims requiring a prescribed form and verification from $250 to $5,000, allowing the Unclaimed Property Division to pay smaller claims upon ownership verification.

Limited the Division of Motor Vehicles' authority to adopt emergency rules to expire 30 days after Executive Order No. 116 is rescinded or September 30, 2021, whichever is earlier.

Made Section 3 effective March 31, 2021, with the remainder of the act effective upon passage.

Ratified April 20, 2021, and approved by Governor Roy Cooper on April 27, 2021.
