Defines "property finder" as an individual or business entity seeking to locate, deliver, or recover property for a fee or other consideration that is distributable to an owner or presumed abandoned.

Makes agreements between property finders and owners void and unenforceable if entered into within 24 months before or after the property is paid or delivered to the Treasurer, except for attorney agreements.

Requires property finders to obtain a license as a private investigator through the North Carolina Private Protective Services Board and register annually with the Treasurer at a $100 fee.

Prohibits property finders from initiating claims with the Treasurer until they are registered and licensed, with violations resulting in registration denial or suspension for up to one year.

Disqualifies persons employed by, acting as agents for, or conducting business with property finders from serving as personal representatives in estates.

Becomes effective January 1, 2022, and applies to agreements entered into on or after that date.
